The Vila Verde City Council’s vision is to establish the Municipality of Vila Verde on a national level, making it a reference in quality of life, an attractive hub for industry and employment, and a municipality appealing both socially and culturally. Through a growth strategy focused on an open administration that values and safeguards public service and citizens, it positions itself as a dialoguing, transparent, and informative local government, organized according to quality standards that ensure the credibility and effectiveness of the services it provides.
The Municipality of Vila Verde has as its mission to serve its citizens and meet their needs and expectations, as well as to promote their well-being and comfort, fostering economic and cultural development, competitiveness, and sustainability, with a view to achieving an ever-improving quality of life.
To pursue its vision, the Vila Verde City Council guides its actions according to the following set of values:
1 — Transparency — Promote political action based on a set of organizational practices with transparent processes and clear relationships directed to everyone, making its path and objectives visible and understandable, where all can participate in strict compliance with the law.
2 — Sustainability — Optimize available human and material resources, ensuring their longevity and increasing effectiveness, aiming for high efficiency levels through rigorous management of human and financial resources, fostering productivity and service quality.
3 — Gender Equality — Value each individual’s differences as a form of organizational enrichment, respecting others in their diversity.
4 — Territorial Excellence — Develop coherent and well-supported territorial planning and management policies that act as factors of competitiveness for attracting businesses and employment, as well as promoting the qualification of people and performance conditions of all local partners.
5 — Valuing People — The main wealth of the Municipality is its population as a source of solidarity, creativity, innovation, and competitiveness. This social wealth can become a driving force for innovation in all municipal policies.
6 — Quality — People-oriented management through continuous improvement of services, adopting processes that simplify the lives of individuals, families, organizations, and all local partners, through investment in the modernization of municipal services.
7 — Efficiency — Rigorous and efficient management of available resources through the control of public expenditure, within a results-oriented management framework, and by increasing the productivity of services.
The Quality Policy of the Vila Verde Municipality aims at administrative modernization and simplification, with the objective of consistently providing more and better services to citizens, economic agents, and institutions.
In Vila Verde Municipality, this policy is adopted with the perspective of:
OBE 1 – Improve the quality of life of citizens by promoting high-quality public services and spaces, ensuring inclusion, solidarity, and social well-being.
OBE 2 – Achieve high levels of improvement in the delivery of local services to the population, responding promptly to their needs and aspirations, investing in better and more infrastructures and equipment, and promoting the modernization of municipal services in human, organizational, and technological aspects.
OBE 3 – Achieve efficiency and effectiveness gains through a thorough and careful analysis of available resources (human, material, and financial) and proceed with their proper allocation, optimization, and reallocation, maximizing funding opportunities provided by community support funds within the framework of the “Recovery and Resilience Plan (PRR)” and “Portugal 2030.”
OBE 4 – Promote competitive differentiation factors based on the natural, historical, and heritage resources of Vila Verde Municipality, asserting its identity and enhancing endogenous resources.
OBE 5 – Promote partnerships and coordination between the Municipality and various agents and institutions involved in the life of the municipality, aiming to strengthen social cohesion and development, particularly in the fields of education, culture, social action, health, and sports.
OBE 6 – Enhance territorial and urban identity, fostering planning instruments that ensure balanced urban development, demographic and social cohesion, economic activity stimulation, and economic sustainability of the population.
OBE 7 – Develop strategies to attract investment and promote economic activities that generate employment.
OBE 8 – Promote the well-being and balance of personal, professional, and family life of employees, as well as the continuous development and appreciation of people.
