The Social Network is an active social policy measure created by Council of Ministers Resolution No. 197/97 of November 18, based on a participatory management model founded on partnerships capable of creating new communication networks and sharing responsibilities between citizens and their administrations.
Normative Order No. 8/2002 regulated the Support Program for the implementation of the Social Network.
Decree-Law No. 115/2006 of June 14 established the principles, purposes, and objectives of the Social Network, as well as the constitution, operation, and responsibilities of its bodies.
Objectives of the Social Network Program
How is it organized?
The Vila Verde Municipal Social Network is implemented at the local level through the creation of the Inter-Parish Social Commissions (CSIF), the Vila Verde Local Social Action Council (CLASVV), and the Executive Board, constituting platforms for planning and coordinating social intervention at the municipal level.
The CSIFs are composed of the Parish Councils, central government agencies located in the area, other private non-profit entities, and representatives of social groups with a significant role in local intervention.
The CLASVV is composed of the City Council, Parish Councils, central government agencies located in the area, and private non-profit entities.
The Social Network structures (CLASVV and the CSIFs) operate autonomously and must provide mechanisms to ensure the complementarity of their respective interventions.
The Social Network Executive Board is composed of a limited number of entities and is more operational, responsible for the development of all actions.
