The Municipal Assembly is the municipality’s deliberative body. It is composed of representatives of the various parties elected, proportionately according to the d’Hondt method, from the various competing lists. Parish Council Presidents are members of this body by extension.
This body is responsible for discussing and approving plans, accounting and activity documents, delegations of powers from the Municipal Council to the parishes, taxes, loans, municipal master plans, the sale or encumbrance of municipal assets, twinning agreements, among other matters that comprise the vast array of powers of this body.
Its functioning is important for the successful execution of municipal activities, overseeing them and contributing decisively to municipal life. The Municipal Assembly’s operating procedures are governed by general law and the specific rules of procedure of each Assembly.
As a rule, it operates through ordinary plenary sessions and extraordinary sessions, which may be convened at the request of the Mayor, by one-third of its members, by a certain number of eligible voters, or by the Assembly President’s own initiative.
