As the municipality’s executive body, the City Council is responsible for the day-to-day management and planning of the municipality’s future. It is a collegial body, composed of a mayor and a variable number of councilors, who may or may not be assigned specific responsibilities. The mayor is generally the first name on the list with the most votes in municipal elections. The team composed of the mayor and councilors is also referred to as the municipal executive or councilorship.
The number of members comprising the municipal executive is proportional to the municipality’s population, with a minimum of 5 and a maximum of 17, elected by direct and universal suffrage from lists, whether partisan or non-partisan.
