The Social Charter of Vila Verde 2026–2030 constitutes a strategic instrument for planning and managing the Network of Social Services and Facilities in the municipality, enabling a comprehensive and up-to-date understanding of the local social reality and its emerging needs.
This document comes at a time when the territory is facing complex demographic dynamics, marked by pronounced ageing alongside renewed vitality driven by migration flows.
More than a statistical survey, this Social Charter serves as a guide for informed decision-making. The diagnosis presented here highlights the success achieved in early childhood coverage, while also drawing attention to critical gaps in responses for the elderly and people with disabilities, calling for an urgent reflection on traditional support models.
The future of social development in Vila Verde lies in building a collaborative and intelligent ecosystem. Through innovative solutions, the aim is to transform potential challenges into opportunities that strengthen territorial cohesion and the dignity of all residents.
This document reflects a shared understanding and coordinated approach between the Municipality and its partners to promote more effective, integrated, and sustainable social intervention, capable of responding with humanity to today’s needs and tomorrow’s demands.
The Social Charter was developed based on a benchmarking methodology that supports evidence-based planning, as well as a comparative analysis of best practices. In this way, it seeks to ensure that the defined guidelines are aligned with key national and European frameworks in the field of social policies.
This process was carried out in close collaboration with the Vila Verde Social Network, integrating the technical knowledge and experience of local institutions with the proximity-based diagnosis conducted by the Social Radar team.
The diagnosis presented results from the cross-referencing of official statistical data with indicators collected directly in the field, enabling a more accurate and contextualized understanding of the vulnerabilities present in the municipality.
At the same time, the use of demographic projection models up to 2030 made it possible to anticipate potential scenarios of development and pressure on social services and responses.
This document is intended as a dynamic and guiding tool, capable of supporting strategic decision-making and contributing to the strengthening of social and territorial cohesion.
